EXHIBITOR SAFETY RULES
STATIONARY ENGINES
& EQUIPMENT DISPLAYS
- Stanchions with double ropes shall be used to maintain a
distance
of at least three feet between viewers and items being displayed.
- Occupancy of the display area shall be at the discretion of
the exhibitor/owner and the Safety Officer.
- A person operating engines and/or equipment must maintain
control at all times.
- Engines or equipment that are running must never be left
unattended.
- The Safety Officer has the authority to shut down any
engine or piece of equipment which is left running unattended.
- Fuel must be stored in closed containers at least six feet
from a running engine.
- An exhibit with a running engine is required to have a fire
extinguisher which is readily accessible but at a distance from fuel
containers.
- There must be sufficient space around engines and other
pieces of
equipment to provide the operator with easy access to all items but yet
maintain a safe distance at all times.
- A display item on wheels which is parked on a slope of any
degree must have the wheels blocked to keep the item from rolling.
- A display area is to be free of clutter.
- A flat tray containing a non-flammable material such as cat
litter must be placed under an engine or piece of equipment with an oil
or fuel leak.
- No alcohol is to be served or consumed in the display area.
GASOLINE, KEROSENE, DIESEL
& PROPANE TRACTORS
- The Tractor Master will determine the placement of tractors
on the display line.
- All drivers/exhibitors must be current members of
EDGE&TA.
- An owner or authorized operator must be in attendance while
a tractor's engine is running.
- There is no lower age limit for displaying an
antique farm
tractor or any other piece of antique farm equipment at a show;
however, the driver of any motorized vehicle or machine must be at
least sixteen years old and have a
valid driver's license or learner's permit or have completed an
EDGE&TA Youth Driver Training Program and passed EDGE&TA's
Operational Safety Tests. HCAT&EC has a procedure in place to test and certify youth between
12 and 16 years of age who wish to operate tractors and other motorized vehicles
at EDGE&TA-sponsored events such as HCAT&EC's annual

- In addition, a driver who
is sixteen, seventeen
or eighteen years old must have written permission from a parent
or guardian. This
permission must be in the form of a liability-release form provided as
an Addendum to the Participant Agreement, signed and dated for the current show. In
addition,
the driver must be supervised by the parent or guardian.
- There can only be one person on a tractor while it is
moving,
unless the tractor has special provisions for passengers and these
provisions meet with the approval of the Safety Officer.
- A tractor with tracks or spade lugs can only be moved or
operated in areas designated by the Tractor Master..
- During a demonstration of tractor-powered equipment such as
a
saw, baler or threshing machine, there must be a rope or other barrier
between the equipment and the viewing public. Also, an
operator must be seated on the tractor at all times during a
demonstration to control the tractor.
- When driving a tractor in an area where there are
spectators, the
operator must have a kill switch or comparable device readily
accessible.
- While moving a large tractor or a tractor with restricted
view in
an area where there are spectators, there must be second person to act
as a safety person and to help protect the spectators from dangerous
situations.
- If a tractor was equipped with brakes from the factory,
these must be in good working order.
- If a tractor was equipped with a parking brake from the
factory,
this must be in good working order. Also, wheel chocks are to
be
used when the tractor is parked for display.
- A tractor must never be left in gear when parked, in case
someone accidentally starts the engine.
- The owner/operator must exercise great care when fueling a
tractor. The engine must be stopped during fueling.
- If a tractor has an oil leak or a fuel leak, a flat tray
containing a non-flammable materials such as kitty litter should be
placed under the tractor to catch the leaking substance.
- The display area should be free of debris.
- A Safety Officer may shut down any tractor or machine at
any time for unsafe operation.
- No alcohol is to be served or consumed in the tractor area or
while operating a tractor or machine.
BOILERS, STEAM
ENGINES AND STEAM TRACTION ENGINES
- Steam engines must meet all state requirements for
inspection and certification.
- A person operating a boiler or a steam engine must meet all
state requirements for training, testing and certification.
- A steam operator new to The Show will be questioned by two
knowledgeable steam operators and the Safety Officer to verify
qualifications. The operator will also be asked to
demonstrate competency in the operation of the equipment.
- A steam engine or boiler must never be left unattended when
under steam.
- Pop-off valves are to be set and sealed in accordance with
state laws.
- A boiler must never be operated without visible water in
the water glass. The glass should show at least 1/3 capacity.
- There must be two ways of injecting water into the boiler
within the full range of its working pressure.
- A boiler must have its own water storage tank.
- A boiler must have two means of checking the water level
while under pressure.
- When a boiler is in operation and generating steam, an
operator must maintain a clear view of the water level sight glass and
the pressure gauge at all times.
- A boiler using coal or wood for fuel must have a means of
raking the fuel from the firebox in case the boiler runs low on water.
A shovel must also be available for fighting fires.
- A boiler must have a shut-off valve on the main steam
supply line so that the line can be closed while the boiler is cooling
down, permitting the operator to leave. The operator must
shut off the valve while working on the engine.
- An operator must not light a fire in a boiler without first
determining the true water level and checking the gauge glass and
shut-off cocks to verify that they are open.
- When a large steam traction engine is driven in an area
where are spectators, there must be two persons on the engine, with an
observer on each side of the engine.
- When a steam engine is operating a piece of equipment, the
area around the belt must be roped off.
- A steam traction engine must not be operated without the
minimum number of persons required for safe operation.
- Engines and boilers must be maintained in a clean and safe
condition at all time.
- Steam must not be discharged where it may come into contact
with any person.
- When shutting down an engine for the day,
- Have a water level of 3/4 capacity in the sight glass.
- Close the main steam valve.
- Verify that the steam pressure is diminishing.
- Do not leave the engine until the pressure is
at least 20 pounds below the pop-off valve setting.
- Close all draft doors.
- Block the wheels so that the engine can't roll.
- Limit blowing the pop-off valve to to once a day, to avoid
scaring spectators.
- No alcohol is to be served or consumed by an operator of a
boiler, steam engine or steam traction engine or by
anyone in an area occupied by a boiler, steam engine
or steam traction engine.
TRACTOR PARADES
- The driver of any motorized vehicle or machine must be at
least sixteen years old and have a
valid driver's license or learner's permit or have completed an

If so, this provision must meet with the approval of the

- A tractor must be equipped with a kill switch or similar
device readily accessible to the driver.
- While participating in a parade, a driver
must drive
parallel to spectators.
- A speed between 3 and 5 mph is to be maintained during a parade.
- All PTO shafts are to be disengaged or covered.
- Candy or other objects are never to be thrown to spectators
during a parade.
- A towing tractor must have adequate brakes to handle the
towed load.
- A driver should maintain a distance of at least three times
the
length of the tractor between that vehicle and the one immediately in
front. Caution and good judgment must be exercised at all
times.
- A tractor is not to be driven in spectator parking or
viewing
areas. A tractor participating in a parade is limited to the
designated line-up and exit areas.
- A crawler or a tractor with lugs may only cross paved areas
in designated areas protected by mats.
